Project Overview

A large Minnesota county’s Health and Human Services (HHS) department provides a wide variety of services to many county residents consistent with other counties in Minnesota. Services include housing support, child welfare, and home and community-based care. 

Leaders in the HHS department wanted to increase the ability to access and use data to improve operational efficiency and planning, thereby lowering administrative costs and improving service. 

The department uses a combination of manual and automated systems in the execution of its work, including the Social Services Information System (SSIS) provided by the state and manually created Excel spreadsheets. These systems were difficult to get useful information out of, were not synchronized and were unwieldy to update. There was no centralized store of data that leaders could use in analytics and reporting. They were facing a common situation for many other counties: siloed data. 

Superior Consulting Services built a reporting and analytics solution using the Microsoft Business Intelligence stack, including data extraction and transformation processes and Power BI dashboards, allowing the HHS staff to comprehensively view and analyze data. As a large county, the number of residents served was also large. This meant that this arduous, manual process without synchronization sucked up a lot of the staff’s time.

Goals

Save HHS staff time currently spent manually collecting detailed data from multiple screens. Save HHS management in manually collecting and summarizing data for use in planning. Provide a central "source of truth" for reporting and analytics.

Approach

  • Analysis of source data from Excel spreadsheets and SSIS.
  • Designed an analytic data model to centralize and simplify data access.
  • Developed processes to extract data from sources and transform and load it to the analytic data model.
  • Developed dashboards for use by HHS staff.
  • Worked with HHS staff to test data and dashboards for accuracy.

The Results

The county’s HHS department now had a fluid, easy-to-understand system for updating, exporting and analyzing data. Our solution included a series of dashboard that allow staff to execute tasks more efficiently and allow managers to better monitor for quality assurance. Which in turn, provides them the key data they need to optimize services in the future. The time staff has to spend updating data is significantly reduced, which means they can spend less time on arduous data entry and more time working with that data.

In addition, the Minnesota county now has a data data warehouse and analytic data model which allow for streamlined access to quality data and the automated processes needed to refresh the data on a daily basis. The analytic data model and refresh processes are structured to allow expansion and modification as needed moving forward.

The true end result was a win for everyone - a win for staff who had an easier system to use, a win for leaders who can easily pull reports and a win for the residents who rely on these vital services.
